YouTube go is an official app from Google.
This app is in under development, It is available on playstore, It is in early access mode. This app will be launched exclusively only in India.
The concept of YouTube go is to save the data.
The slogan of this app is 
"Ab Mazze Udao,Data Nahi"
The size of the app is also very less it is about 8Mb only. This app also allow it's users to download the video. YouTube go now supports only 2 quality
Basic quality and Standard quality, It also provide a feature of preview.
It also has download option where user can download the video, the user can also share the downloaded video with the send button available in the application. It uses WiFi direct to send and receive so no data will be used.

YouTube servers Down Temporarily (ISSUE RESOLVED)

we tried watching a video on Youtube at 6.15 IST But the video wouldn't load We then tried restarting our router  But youtube still wouldn't work(So maybe our Wifi Wifi wasn't the imposter after all XD) So we tried to Browse Youtube in google Chrome Youtube still would'nt work at this point we were highly curious  Just like millions of other users. We tried incognito Still YouTube would'nt work And then we notice users posting about the Youtube Server issue all over Twitter  Check out what these uers have to say https://mobile.twitter.com/hashtag/youtubedown?lang=en ---------- At 6.25 the servers were actually up again for few moments(as we had queded a video for download on youtube just tdd o check the server status we got a notification stating download complete) We open YouTube and it stops.workjng again!
